Dr. Mohammed Amin Adam

Economist. Former Minister for Finance. Independent adviser.

Dr. Mohammed Amin Adam is an economist whose career spans independent policy research, economic regulation, Parliament and the most senior levels of economic management in Ghana. He now advises investors, boards, governments and development-finance institutions on African economies, capital, finance and investment.

He began his career in energy policy and resource governance. He founded and led the Africa Centre for Energy Policy (ACEP), which became one of Africa’s leading independent voices on oil, gas and mining governance, and served as a Commissioner of Ghana’s Public Utilities Regulatory Commission.

In government, he served as Deputy Minister for Energy with responsibility for petroleum, then as Minister of State at the Ministry of Finance. From February 2024 to January 2025 he was Ghana’s Minister for Finance, responsible for the national budget, the country’s IMF-supported programme and its relationships with multilateral lenders and investors. He led Ghana through the main steps of its external debt restructuring: a Memorandum of Understanding with the Official Creditor Committee of bilateral lenders in June 2024, an agreement in principle with Eurobond holders the same month, and the exchange of about US$13 billion of Eurobonds in October 2024, which achieved more than 98 per cent participation and allowed Ghana to resume payments to bondholders. He also represents the Karaga constituency in Parliament, where he is Ranking Member of the Finance Committee.

Dr. Amin Adam holds a PhD in Energy & Petroleum Economics from the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee, an MA in Economic Policy Management from the University of Ghana, Legon, and MPhil and BA (Hons) degrees in Economics from the University of Cape Coast. He is a Fellow of the Institute of Chartered Economists of Ghana (FCE) and is currently completing the Oxford Executive MBA at Saïd Business School (expected 2027). He also holds professional certificates in investment appraisal and risk analysis from Queen’s University, in executive leadership from Harvard University, in extractive industries and sustainable development from Columbia University, in computable general equilibrium modelling from the EcoMod Modeling School, and in oil, gas and power value creation from the University of Texas at Austin.

His work today focuses on private-equity value creation, corporate and public-sector turnaround, business transformation, fintech and financial services, and sovereign and energy-sector advisory across Africa.

Short biography

Dr. Mohammed Amin Adam is a Ghanaian economist and independent adviser on African economies, capital, finance and investment. He served as Ghana’s Minister for Finance from 2024 to 2025, when he led the agreement with official creditors and the exchange of about US$13 billion of Eurobonds, after roles as Minister of State at the Ministry of Finance and Deputy Minister for Energy. He holds a PhD in Energy & Petroleum Economics from the University of Dundee and founded the Africa Centre for Energy Policy.
